Block Modify Consolidate

Processes a selection set and collects multiple inserts at the same insertion point and replaces them with a single block inheriting all like attributes.

Notes:

• For multiple inserts to be considered a match, their insertion point must be exactly the same.
• For the replacement block to inherit the values from the replaced ones, there must be an attribute slot with the same tag name as the insert replaced.
